One of the most pressing issues facing the state veterinary service remains the shortage of specialists. In many districts, the workforce is gradually ageing, and young veterinary doctors are not always prepared to begin their careers in state institutions.
Russia's Ministry of Agriculture has prepared a draft resolution providing for the expansion of support measures for regional state veterinary services.
What Is Being Proposed?
Reimbursement of Personnel Training Costs
Regional veterinary services will be able to receive reimbursement for costs associated with targeted student training, practical placements, and students' accommodation and remuneration expenses.
Support for Employers
Organisations participating in specialist training under apprenticeship and targeted agreements with specialist colleges are planned to receive reimbursement of up to 90% of incurred costs.
Development of Agricultural University Infrastructure
It is proposed to broaden the scope of state support funding to allow resources to be directed not only towards capital repairs, but also towards the improvement of educational institution grounds and facilities.
Such measures may make the training of future veterinary specialists more accessible for state institutions and contribute to strengthening the personnel potential of the industry.
At the same time, experts point out that the problem of personnel shortages cannot be resolved through training alone. It is equally important to create decent working conditions, provide opportunities for professional development, and increase the attractiveness of employment in state veterinary institutions.
